Arthur Butler was a tobacco industry lobbyist. He became a ‘public affairs consultant’ in 1971, following a career as a lobby journalist for national newspapers.1

He is reported to have worked for Imperial Tobacco.2
From December 1998 he attended meetings of the Tobacco Manufacturers’ Association, though minutes of the meetings do not specify which company or organisation he was working for.3 However, he was paid by the TMA from 2000.4 The TMA budgeted £13,000 plus expenses for Butler’s services in the financial year 2001/2.5
