London Economics describes itself as one of Europe’s leading economic consultancies,1 which provides “high quality, independent advice to clients in both the public and private sectors on economic and financial analysis, policy development and evaluation, business strategy, and regulatory and competition policy.”2
Plain Packaging
In January 2012, London Economics published a report “The role of packaging imagery on consumer preferences for experience goods: A consumer behavioural experiment”. This work was commissioned by Philip Morris International.
London Economics also appears in the leaked PMI documents under the company’s “Submission” work stream.

Imperial Tobacco utilised quotes from this report in its 2012 submission to the UK plain packaging consultation.3 Imperial Tobacco did not provide a full reference to the report and did not mention that the report was paid for by Philip Morris.
